WARNING! 10/07/00 - GIS Division staff have found problems with the individual
DUVAL COUNTY soils coverage. We are working to resolve this problem. Until then,
please use the Districtwide layer instead, or at least check the data for the
area you are working in against the latest hardcopy soil survey. This metadata
file will be updated again as soon as this problem is repaired. 

NOTES: Regarding the two joined coverages SOILS and SOILS2: 

(1)The coverages were created using the Arc union command. Unlike the command
mapjoin, this approach ensured that each overlapping polygon along county
boundaries carries at least one MUID (soil ID). 

(2) As a result of unioning, overlapping polygons along county boundaries could
have two MUIDs. For all of them, they were checked against the survey books
except for the little ones for which the discrepancy was resolved in a way that:
if one of the two is water, then assign it as water, otherwise, inherited from
the first input coverage. The overlapping little polygons were particularly
obvious on the county lines along the St. Johns River. However, since they count
only a very small (negligible) area and many of them are simply waters, this
approach should not create major concerns for the overall dataset. However, data
users are cautioned to consult the soils survey book when working on small
project areas along county lines.

(3) The coverages DO NOT edgematch across county boundaries. During the mapping
phase of the data development process, soils scientists did not attempt to match
the delineations developed for other counties. The South Florida Water
Management District is alleviating this discrepancy in the data by contracting
with an NRCS-approved soils scientist who is performing edgematching repairs.
There is a possibility that SJRWMD can develop a similar work-order contract
during fiscal year 1998.

(4) In some cases, soil IDs from the county-based coverages were not listed in
the comp table, which contains the attribute information. When the coverages
were unioned, this resulted in soil polygons which could not be linked to any
relevant information. In these cases, GIS Division staff consulted the hardcopy
surveys to determine the correct soil ID, and revised the Districtwide coverage
accordingly. Therefore, the Districtwide coverage is considered to be more
accurate. 

Regarding the original county-based coverages: Mylar 1:24,000 quad manuscripts
were created from NRCS soil surveys, which are based on unrectified aerial
photography. The mylars were digitized, coded, and clipped to quad boxes. The
District contracted to have many counties digitized. Digital soils datasets were
obtained for Alachua, Bradford, and Polk counties from other Water Management
Districts. Lake County soils data sets were obtained from Lake County. Indian
River County soils were digitized directly from unrectified aerials, then
"rubber sheeted" using control points from USGS 7.5 minute quads. Indian River
County soils positional accuracy is suspect and was redigitized by NRCS to
District-developed technical specifications. 

The SSURGO Soils data layer is made complex by the the depth of and difficulty
in using the related attribute data. Full layer development and use
facilitation has been a recurring topic for discussion. NRCS has indicated that
they would develop soils MUID recompilation tables to map the MUID values to
their correct attributes reliably and consistently and then provide educational
assistance in using the data layer appropriately and effectively.
 
The SSURGO Soils data layer will not be complete until these steps are taken.
SJRWMD staff may review the "Soil Survey Geographic (SSURGO) Data Base - Data
Use Information" (Miscellaneous Publication Number 1527), January 1995 document
in the Division of GIS.

website data as sources for identifying the muids and other attributes for that
particular soil. There are still about 2000 polygons that have missing data:
some have the muids but do not have any other data associated with the muid.
Others do not have any data associated with the polygons, these are mostly
slivers where matching was difficult between counties. Data users, as always
