I have
talked to people in my chain of command and have some guidance on the things
that you and I spoke about last week.
- The Bureau will only contract with
“Eligible Governmental Entity” which is any state, county, municipality,
township, special district, or any other public agency having authority and
responsibility for preserving and protecting the beach and dune system.
IE: a Hallendale nourishment project will be contracted with Hallendale.
Before the Bureau expands the scope of projects with Broward Soil Conservation
District, we need to discuss the authority that the district has to meet these
criteria.
- The Beach Erosion Control program does
not fund sand filled geotextile tubes of any sort.
- You must comply with contract
requirements and State Statutes when selecting an
engineer.
- You must prove that using in-kind
services are less expensive than contracting and that equipment charges are
less than renting equipment from private equipment rental firms. You
must get 2 private bids to prove this to be true or you will not be reimbursed
for your equipment expenses.
