• Less than 1 acre of construction or alteration expanding or changing a system (which includes any type of work, activity, or structure), other than that required to maintain the system, including any changes which may increase or reduce the flow, storage, or discharge of surface water, increase pollutant loading, change the point or points of discharge, or extend into or adversely affect wetlands by ditching, draining, filling or excavation. in wetlands those areas that are inundated or saturated by surface water or ground water at a frequency and a duration sufficient to support, and under normal circumstances to support, a prevalence of vegetation typically adapted for life in saturated soils. Soils present in wetlands generally are classified as hydric or alluvial, or possess characteristics that are associated with reducing soil conditions. The prevalent vegetation in wetlands generally consists of facultative or obligate hydrophytic macrophytes that are typically adapted to areas having soil conditions described above. These species, due to morphological, physiological, or reproductive adaptations, have the ability to grow, reproduce or persist in aquatic environments or anaerobic soil conditions. Florida wetlands generally include swamps, marshes, bayheads, bogs, cypress domes and strands, sloughs, wet prairies, riverine swamps and marshes, hydric seepage slopes, tidal marshes, mangrove swamps and other similar areas. Florida wetlands generally do not include longleaf or slash pine flatwoods with an understory dominated by saw palmetto. or other surface waters water upon the surface of the earth, whether contained in bounds created naturally or artificially or diffused. Water from natural springs is classified as surface water when it exits from the spring onto the earth's surface., and

• is proposing 12 acres or more of impervious land surfaces that do not allow, or minimally allow, the penetration of water; such as building roofs, normal concreate and asphalt pavements, and some fine grained soils such as clays. For purposes of implementing stormwater treatment quality and quantity requirements, the calculation of the amount of impervious surface does not include wetlands or other surface waters. surface.

• is capable of impounding 40 or more acre-feet the amount of water needed to cover 1 acres of land in 1 foot of water (43,560 cubic feet or 325,851.4 US gallons)., or
• serves a total land area of 40 acres or more with 12 acres or more of impervious surface, or
• involves construction or alteration (other than new boat slips) in, on or over wetlands or other surface waters.

• is capable of impounding 40 or more acre-feet the amount of water needed to cover 1 acres of land in 1 foot of water (43,560 cubic feet or 325,851.4 US gallons)., or

• That consist of minor technical changes which involve new work, new work locations, new activities, or any other change which alters, replaces, or otherwise eliminates the work authorized by the permit when the original permit fee of the issued permit is less than $300, except for modifications to permits issued pursuant to Section 403.816, F.S. (maintenance dredging of deepwater ports and beach restoration).

• Minor modifications of Individual (including Conceptual Approval) and Standard General, General or Standard permits, and mitigation bank permits, where the modification will not require substantial technical evaluation by the Department, will not lead to substantially different environmental impacts or will lessen the impacts of the original permit:
