Describe in general terms the proposed project, system All structures and all areas established by earth-moving in which surface water flow or storage has been altered. or activity or activities means construction alteration, operation, maintenance, abandonment, or removal of any surface water management system including dredging or filling..

Use additional sheets if necessary.

This section is asking you to tell the permit processor about your project and what you want to do.  It is important to be clear enough so that a person who has never heard of your project before and is not familiar with your property can understand.

Some things that should be included are:

General explanation of work, explain the project using general terms.

Examples:

• Constructing a single-family house with a garage on fill depositing material by any means in wetlands or other surface waters..
• Building a convenience store with a parking lot and a stormwater the flow of water which results from, and which occurs immediately following, a rain event pond.
• Three-phased single family residential subdivision.
• Constructing a two-laned bridge over a river for property access.
• Constructing a dry boat storage facility in uplands with a seawall and 10 wet slips.

Type of stormwater treatment that is proposed.

Examples:

• Detention basin
• Retention basin
• Parking lot storage
• Grassed waterways and swales
• Exfiltration trenches

Note:  Single-family residential including any duplex, triplex or quadruplex that is not part of a larger plan of development (not a part of a proposed subdivision) does not require a stormwater treatment plan.

Current condition and land use of the property.

Examples:

• Vacant, wooded land - large trees and undergrowth
• Recently cleared of vegetation, vacant land
• Currently contains a convenience store and parking lot
• Paved and abandoned

Proposed land use (after the project is complete).

Examples:

• Single family residential
• 64 unit single family residential subdivision
• 100 unit condominium with 5 buildings and a pool
• Expansion of the existing store and parking lot
• 50 slip marina with a dry boat storage facility and capacity to hold 600 boats.

Short description of sedimentation, erosion and turbidity controls.

It is very important to have sedimentation the process of depositing sediments that have been carried by flowing water., erosion the movement of soil or sand by flowing water. Evidence of erosion includes gullys, surface scouring and 'washed out' soils. and turbidity suspended particles in water, muddiness. controls in place whenever land is going to be disturbed or fill is going to be placed.  These measures prevent unauthorized impacts to surrounding wetlands those areas that are inundated or saturated by surface water or ground water at a frequency and a duration sufficient to support, and under normal circumstances to support, a prevalence of vegetation typically adapted for life in saturated soils. Soils present in wetlands generally are classified as hydric or alluvial, or possess characteristics that are associated with reducing soil conditions. The prevalent vegetation in wetlands generally consists of facultative or obligate hydrophytic macrophytes that are typically adapted to areas having soil conditions described above. These species, due to morphological, physiological, or reproductive adaptations, have the ability to grow, reproduce or persist in aquatic environments or anaerobic soil conditions. Florida wetlands generally include swamps, marshes, bayheads, bogs, cypress domes and strands, sloughs, wet prairies, riverine swamps and marshes, hydric seepage slopes, tidal marshes, mangrove swamps and other similar areas. Florida wetlands generally do not include longleaf or slash pine flatwoods with an understory dominated by saw palmetto. and surface waters water upon the surface of the earth, whether contained in bounds created naturally or artificially or diffused. Water from natural springs is classified as surface water when it exits from the spring onto the earth's surface..  (See samples of sedimentation, erosion and turbidity controls)

Examples:

• Silt fence with the bottom trenched and buried
• Trenched and firmly staked hay bales
• Turbidity curtains that are weighted all the way to the bottom of the waterbody
• Temporary gravel entrances (for large projects, to reduce tracking of sediments by heavy equipment)
• Sodding or seeding side slopes as soon as they are constructed

Names and classifications of all receiving waters (if available):

Receiving waters are those waters that will receive runoff or drainage from your site.  Water classifications (I,II,III,IV or V) are used to designate the quality and use of a water body.  The Department Florida Department of Environmental Protection web site has a good explanation of surface water classifications.  Most wetlands and surface waters in Florida are Class III unless otherwise listed in Chapter 62-302.400, F.A.C.

Examples:

• If your site drains into a ditch, give the name of the waterbody that the ditch eventually drains into.
• If you site is adjacent to wetlands that drain into a creek, stream, river, bay or the Gulf of Mexico, give the name of the nearest named waterbody that the wetlands eventually drain into.
