Information for Noticed General Environmental Resource Permits

Section B ONLY if your project qualifies for a Noticed
General Permit (NGP).
All required documents must be submitted
on 8.5" x 11" (letter size) paper.
If you don't know if your project qualifies for a Noticed General Permit,
review the list
of Noticed General Permits and read the linked rule to determine
if your project will qualify. To qualify for a NGP for specific
activities, the project must strictly comply with all of the terms and
conditions applicable to the desired NGP. Carefully review the rule section
of the NGP for which you are applying to ensure that your project meets
the requirements of that NGP.
1. Maps and location
Indicate the project
boundaries on a USGS quadrangle map.
You can get a copy of a USGS quadrangle map
using the Department's Map Direct mapping application. See the help
document "How to get a USGS Quadrangle Map"
for step-by-step instructions.
If the location of the project is not clear
from the USGS quadrangle map, submit a detailed location map.
The map should contain:
- a north arrow
- a graphic scale
- Section/Township/Range
- And be clear enough so a person who is not familiar with the project
site can find it.
You can find a map with these features on your county
property appraiser's web site under their property record search.
Use the map application to find the property, turn on the aerial photograph
layer if possible, print and then draw the project boundary on the map.
Most of these mapping applications will highlight the property boundary
for you. (Sample
map) You can also get a map in person at your local county property
appraiser's office.
If you cannot get a property appraiser's map, good road maps can be
printed from a web mapping application such as Google Maps, Yahoo Maps,
MapQuest or others. Please draw the location of the property on
the map with a pen or marker.
2. A legible site
plan showing the following features:

shows and labels all of the features below.
a) Property boundaries
and dimensions
- Clearly mark the boundary of the property and label each part
of the boundary with dimensions. Dimensions can be found
on existing surveys.
b) Name and location of
any adjoining streets or roads
- Show any public streets or roads that are adjacent to the property,
and clearly label with road names.
c) Location and dimensions
of all existing structures
- Clearly show any structures that already exist within the property
boundary. Existing structures outside of the property boundary
can be included if necessary.
d) Label all impervious
and pervious area
- Impervious areas are those that do not allow or significantly
reduce the ability of stormwater
to soak into the ground. These include pavement, buildings,
concrete, areas of compacted clay, etc.
- Pervious areas allow stormwater to soak into the ground. These
include yards, fields, gravel driveways, pervious pavement or
undisturbed natural areas.
- Clearly label the size of each impervious and pervious area
in acres or square feet. Hatching
is commonly used in drawings to clarify the location and area
type.
e) The direction of drainage
relative to the proposed improvements (using arrows)
- Mark the direction that stormwater travels on the property,
with special attention in the area of the proposed project.
- Example 1: if you are building a dock or boat ramp and
your property slopes down toward the water, the arrows should
indicate drainage toward the water.
- Example 2: if there is a ditch in front of your property,
drainage may flow toward the ditch. Use arrows to show
the direction water flows in the ditch.
f) Locations of all proposed
works
- Show the location of all work that you want to do on the project
site.
g) Permanent and temporary
erosion, sedimentation
and turbidity controls
- Show the location of any proposed erosion, sedimentation and
turbidity controls that will be in place during construction of
your project. Examples include trenched silt fence, staked
and trenched hay bales, weighted turbidity curtains, seeded or
sodded slopes, mulch, erosion control blankets, etc.

- All erosion, sedimentation and turbidity controls must remain
in place and be properly maintained until the project site has
been stabilized.
h) Boundaries of wetlands
and other surface waters, identifying
open water areas
- Clearly mark the boundary of wetlands or other surface waters.
Use hatching to clarify the location of these areas.
- Identify and separately hatch any open water areas (such as
a pond, river, lake, bay, etc.).
i) Boundary area and volume
of all temporary and permanent earthwork,
including pre and post construction grades
- Clearly mark the project areas that will involve earthwork,
such as clearing, grading, excavating, or filling.
- Show grade before the earthwork
and after.
- Label whether the earthwork will be temporary or permanent.
3. Description of
wetland or aquatic habitat.
Describe the wetland or aquatic habitat to the best of your ability,
in as much detail as possible.
- Describe the trees, plants, emergent
or submerged vegetation.
- Describe the soil (Examples: dark and mucky, sandy, smells like
sulfur).
- Describe any wildlife actually seen in the area (birds, reptiles,
insects, fish, mammals)
- Describe any signs of wildlife in the area (nests, burrow holes,
droppings, etc.)
4. Construction
methods and schedule.
Describe the construction methods, the order in which they will be used,
and the approximate time frame for completing the work. Include
equipment that will be used and how it will be moved to and from the site.
- Example (Paving a dirt
road):
- Day 1: Trenched silt fence will be placed along the right of
way to block flow of sediment into the ditches and roadside swales.
A ditch witch will be used to create the trench for the
silt fence.
- Days 2-3: The existing dirt roadway will be graded and compacted
using an appropriately sized road grader and roller.
- Days 4-6: Subgrade material will be laid and compacted
using a bulldozer and a roller.
- Day 7: Base material will be laid using FDOT approved equipment.
- Days 8-14: Surface material will be laid and finished using
a roller.
5. Additional information
that would show that you qualify for the general permit, addressing all
the parameters, thresholds and conditions required in the general permit.
Errors and omissions will be identified within 30 days by the processing
agency.
- Find the NGP for which you are applying in the list
of Noticed General Permits and read the linked rule that
describes the requirements and conditions.
- Describe separately, and in as much detail as possible, how you
will meet each requirement and condition.
- Describe how the project will not exceed any thresholds or limits.
- If any errors or omissions are found by the agency, you will be
sent a request for additional information within 30 days.
6. Provide the rule
section number of the NGP for which you are applying.
Review the list of Noticed General Permits.
Write the rule section number for the NGP for which you are applying.
7. The construction
plans and supporting calculations must be signed, sealed, and dated by
an appropriate registered professional
as required by the relevant statutory provisions when the design of the
system requires the services of an appropriate
registered professional.
A registered professional means a professional registered or licensed
by and in the State of Florida and who possesses expertise and experience
necessary for the competent preparation, submittal and certification of
documents and materials, and performing other services required in support
of permitting, constructing, altering, inspecting and operating a proposed
or existing activity. Examples of
registered professionals include professional engineers, professional
landscape architects, professional surveyors and mappers and professional
geologists.
Examples of Noticed General
Permits that require the services of a registered professional:
- Bridges
- Roads
- Water control structures
- Utilities
- Any other project when the reviewing agency finds that the nature
of the project requires the services of a registered professional.
