Part IV is asking for details regarding the schedule, machinery and techniques that will be used to construct your project. This part is important because proper timing and technique are necessary to maintain the environmental quality of the project and surrounding areas. All required documents must be submitted on 8.5" x 11" (letter size) paper.
A. Method for installing any pilings or seawall slabs;
Include the type of material (and treatment if wood is used) used for the pilings or slabs, and a description of equipment.
B. Schedule of implementation of temporary or permanent erosion and turbidity control measures;
State the length of time that will pass before stabilization of exposed areas is applied. Stabilization is best applied immediately after completion. No more than 7 days should pass before stabilization is applied after completing or stopping work for any reason.
C. For projects that involve dredging or excavation in wetlands or other surface waters, describe the method of excavation, and the type of material to be excavated.
Include the type of machinery that will be used, if any. Describe how the excavated material will be stored or transported. If possible, temporary storage of excavated material in wetlands should be avoided. If it is necessary to dewater the dredged material (if dredging a surface water) include a description of the spoil cell or other containment method to be used.
D. For projects that involve fill in wetlands or other surface waters, describe the source and type of fill material to be used. For shoreline stabilization projects that involve the installation of riprap, state how these materials are to be placed, (i.e., individually or with heavy equipment) and whether the rocks will be underlain with filter cloth;
E. If dewatering is required, detail the dewatering proposal including the methods that are proposed to contain the discharge, methods of isolating dewatering areas, and indicate the period dewatering structures will be in place (Note: a consumptive use or water use permit may be required);
F. Methods for transporting equipment and materials to and from the work site. If barges are required for access, provide the low water depths and draft of the fully loaded barge;
Equipment should not be transported over or stored in wetland areas. If barges are used, there should be sufficient water depth to accommodate the draft of the barge without touching the bottom or harming submerged resources, such as seagrasses.
G. Demolition plan for any existing structures to be removed; and
Demolition should be designed to avoid impacts to wetlands or other surface waters.
H. Identify the schedule and party responsible for completing monitoring, record drawings, and as-built certifications for the project when completed.
