</abstract>
			<purpose>Municipal separated storm sewer outfalls identify the largest of the most likely entry points of none-point source pollutants into waters of the state due to storm water runoff.</purpose>
			<supplinf>The spatial data contained herein cannot be considered complete. Rather the data is constantly in flux due to additions to, and deletions from, the drainage system over time.  Field work and quality assurances are on-going processes. While every effort is made to keep the data as complete as possible at the time of distribution, no guarantee is made as to its "Completeness" or suitability for purposes outside of NPDES permit compliance and reporting.  The current quality control process will be on-going through October of 2008.

This data set was created as part of an inventory of the municipal separated storm sewer system (MS4) within the boundaries of the City of Jacksonville Florida (COJ).  The purpose of this inventory was to support the intent and requirements of a National Pollutant Discharge Elimination System (NPDES) permit issued to the COJ, and its co-permittee the Florida Department of Transportation District 2, by the Florida Department of Environmental Protection.

Since 1997 many endwalls that will eventually be categorized as "Outfalls" and "Major Outfalls" have been identified.  However, the final analysis as to which ones are considered "Outfalls" and "Major Outfalls" remains as an outstanding task for when final quality assurance and field work has been completed.

It was the intent of the field inventory on which this dataset was based to explicitly collect data regarding the storm water structures owned by either the City of Jacksonville or its NPDES co-permittees.  Although some privately owned structures may be contained herein, it was not the intent of this inventory that they be included and no warranty is made as to the accuracy of these structures.

Some of the attributes contained within the feature class' attribute table are for future COJ use only and were included to facilitate future maintenance management and project tracking needs as envisioned by the creators of the geodatabase.  These attributes will not be populated in conjunction with the NPDES project.  Attributes for which this statement is true are annotated as such within their metadata.

From the beginning of the project it was agreed by mutual consent of the City of Jacksonville and England-Thims &amp; Miller, Inc. that collection of invert elevations in the field would be too time consuming and expensive to be included as part of the NPDES field inventory.  Attribute data is included within certain feature classes to hold this information if it can be acquired from as-built or record drawings, but population of this data is not mandatory.</supplinf>

			<procstep><procdesc>Between 1997 and 2003 a major field effort attempted to field locate every endwall within Duval County owned or maintained by either the City of Jacksonville or the Florida Department of Transportation.  This field effort utilized sub-meter Leica GPS equipment communicating with either a base station or the Coast Guard beacon out of Jacksonville Beach.</procdesc><procsv>Leica Submeter GPS</procsv><procdate>1997-2003</procdate></procstep><procstep><procdesc>Since an outfall is defined as an endwall that meets certain criteria set by the U.S. EPA (See Metadata 'Abstract' Section and 'Supplemental Information' Section) GIS analysis was run on each endwall identified during the GPS field data collection that occurred between 1997 and 2003.  The intent of this analysis was to determine if the endwall in question could be considered an "Outfall".  </procdesc></procstep><procstep><procdesc>Since 1997 many endwalls that will eventually be categorized as "Outfalls" and "Major Outfalls" have been identified.  However, the final analysis as to which ones are considered "Outfalls" and "Major Outfalls" remains as an outstanding task.  The primary reason this determination has not been made (as of June 30, 2007) is the fluctuating definition of the term "Water of the State" as contained in the applicable laws and statutes.  "Water's of the State" is a key element in determining which outfalls are considered major according to the statutes. 		<overview><eaover>Some of the attributes contained within the feature class' attribute table are for future COJ use only and were included to facilitate future maintenance management and project tracking needs as envisioned by the creators of the geodatabase.  These attributes will not be populated in conjunction with the NPDES project.  Attributes for which this statement is true are annotated as such within their metadata.

From the beginning of the project it was agreed by mutual consent of the City of Jacksonville and England-Thims &amp; Miller, Inc. that collection of invert elevations in the field would be too time consuming and expensive to be included as part of the NPDES field inventory.  Attribute data is included within certain feature classes to hold this information if it can be acquired from as-built or record drawings, but population of this data is not mandatory.</eaover></overview></eainfo>
