Be careful when interpreting NWI codes.  The same SUBSYSTEM codes refer to 
different descriptions dependent on the SYSTEM code they modify, same CLASS codes
reference different descriptions dependent on the SUBSYSTEM code they modify,
etc.  For example:

   2. Derivation Methods for Data

      a. Method of Derivation

         1) Pre-automation compilation:  This layer was
            generated from DLG files created by U.S. Fish and
	    Wildlife Service/National Wetlands Inventory Program (USFWS/NWI).

	    The original data were mapped from 1:58,000 color-infrared (CIR)
            aerial photography acquired through the National High-Altitude
            Photography program or from 1:24,000 natural color aerial 
            photography. The photography was interpreted and wetland 
	    features and attributes were hand-transferred to base maps.

            Digitization of resulting base maps was performed using the
	    Wetlands Analytical Mapping System (WAMS).  See section 
	    2.d. below for more information on digitizing procedures.	    
	    
         2) Automation equipment          
            DLG files were converted to Arc/INFO coverages using
            Arc/INFO v. 5.0.2 on a DEC VAX platform.

	    Creation of original digital data by the USFWS was 
	    performed using the following equipment:

            a) Model

               scanner.

           Procedures

          The following information is summarized from project 
	  documentation developed by the USFWS:

          The process used by NWI to capture wetlands data is to 
	  register a clear mylar overlay of the final wetlands map
	  (typically a 1:24,000 map) and a clear mylar
	  overlay of the USGS topographic base map to the digitizing
	  table.  Map corners, grid intersections and checkpoints are
	  measured as part of the setup procedure.  The operator then
	  interactively digitizes nodes, segments, and polygons and
	  enters the feature attributes.

	  Once interactive digitizing is complete, the software (WAMS)
	  processes the data into topologically correct point, line,
	  and polygon features.  Features are automatically verified to
	  ensure that the node and segment lists are correct and that the
	  feature attributes and neighboring feature attributes are
	  consistent with cartographic conventions.

2 COMPLETENESS_OF_DATA 

   1. Selection Criteria
      All photointerpretable wetlands were mapped.  In forested
      areas, small open water and emergent wetlands were mapped.
      In areas where evergreen forested wetlands predominate, wetlands
      smaller than 3 acres may not be mapped.  Thus, a detailed on-
      the-ground and historical analysis of a single site may result
      in a revision of the wetland boundaries established through
      photographic interpretation.  In addition, some small wetlands
      and those obscured by dense forest cover may not be included
      in the dataset.

   2. Relevant Mapping Rules
      Minimum mapping unit was approximately one acre.

      Classification scheme used to categorize wetlands is from 
      "Classification of Wetlands and Deepwater Habitats" by
      Cowardin et al.; formally adopted in 1979 by the USFWS.

The SDE layer originally contained both area and line feature entities.  To
insert the area features into SDE, the NWI library layer was converted to a
shapefile in ArcView 3.1 with a selection set of SYSTEM &lt;&gt; "U".  The shapefile
was broken into subsets based on SYSTEM.  Each resulting shapefile was converted
into an ARC/INFO coverage with the SHAPEARC command, REGIONPOLY and DISSOLVE
were performed on the coverages, and then each coverage was inserted or appended
into SDE using the COV2SDE command.</procdesc><procdate>Spring 1999</procdate></procstep><procstep><procdesc>SDE layer was separated into areas and lines in order to accomodate
the data's maintenance in ArcSDE 8 and use in ArcGIS 8.</procdesc><procdate>August 2000</procdate></procstep><procstep><procdesc>Attribution was updated using SQL within Oracle for
